We continue to receive complaints as to the imposition of the tax and its effect on the foreign wholesale trade both from Hong Kong and India. Have the representations you have made on my telegram above referred to led to any result? If not, you should again urge on Wai-wu Pu importance attached by His Majesty's Government to the
matter.
